269K sf mixed-use project moves forward in San Mateo

Palo Alto developer plans offices, 111 residential units to replace block of businesses, single-family homes

A local developer has cleared a hurdle toward building a six-story, 111-unit apartment complex and office building in Downtown San Mateo.

The San Mateo City Council has voted to approve plans by Windy Hill Property Ventures, based in Palo Alto, to build the 269,000-square-foot mixed-use project at 500 E. 3rd. Ave., SFYimby reported.

The Peninsula project would require demolishing a single-story commercial building housing a Chinese restaurant, a two-story, four-unit apartment building, three single-family homes, and several small businesses including a gas station across 11 parcels on 1.5 acres.

The Block 21 project, which has completed an environmental review, would include 179,560 square feet of office space and 89,380 square feet for housing, with a 50 percent density bonus given for affordable apartment units.

The 111 apartments would include 53 studios and 58 one-bedroom units, with 12 units set aside as affordable for very low-income households.

The 74-foot tall building will also include a 182,146 square feet underground parking garage, with two levels big enough to fit 402 cars – 346 spaces for office employees and 56 slots for residents. Additional parking will serve 129 bicycles.

The terraced white, brown and gray building, designed by Phoenix-based Arc Tech, is sheathed in glass and concrete, aluminum panels and stucco. KLA serves as landscape architect, Newport Beach-based BKF Engineers as civil engineer.

Its office employees would access balconies on the third and fourth floors, plus a central atrium on the second floor open to the sky with an intermediate balcony on level three.

Residents would have a landscaped rooftop patio, with 57 private balconies for half of the building’s apartments. There would also be an open plaza along the street and additional bicycle marking along South Claremont Street.

The project area is bound by 3rd and 4th Avenues, South Claremont Street, and South Delaware Street on the eastern edge of Downtown. . The Caltrain station is three blocks away, providing regional transit from San Francisco through San Mateo County and into San Jose.

The Windy Hill Property Ventures project now requires approval from the San Mateo City Council. An estimated cost has not been established. Construction is expected to take 15 months.
