Hornstock, Modell seek rezoning to build 435 units in Sheepshead Bay

Mixed-use project would replace vacant grocery store at 2185 Coyle Street

More homes are planned for southern Brooklyn, where developers aim to build 435 apartments and commercial space on a block of Sheepshead Bay.

Steven Hornstock, Randy Modell and their firm, ABS Partners, would demolish a former grocery store, combining the lot with four others between Bragg and Coyle streets and Avenues U and V.

The nine-story project at 2185 Coyle Street, which requires a rezoning, would be 424,000 square feet and include 45,000 square feet of commercial space on the ground floor and 109 permanently income-restricted units to comply with the Mandatory Inclusionary Housing law.

Hornstock is a founder and co-managing partner of Manhattan-based ABS, and Modell is a partner.

At least five mixed-use or residential rezoning proposals were made in Sheepshead Bay last year. That does not include an approved plan at 2134 Coyle Street, across the street from the newly proposed development. Developer Marty Waisbrod will replace a hardware store and Dollar Tree with 120 apartments, including 36 permanently income-restricted with deep affordability options, according to City Council documents.

Waisbrod’s project will also have 32,000 square feet of commercial space and 167 parking spaces.

The proposed development by Hornstock and Modell is at the beginning of the city’s land-use review, which involves advisory opinions from the community board and Borough President Antonio Reynoso and a make-or-break vote by City Council member Mercedes Narcisse.
