Hines to bring mixed-use to former Bartow County wildlife refuge

Georgia’s negotiations to buy the land it had leased from the Neel family for decades broke down in 2023

Part of a former wildlife refuge northwest of Atlanta could become a residential and industrial development by Hines.  

The Houston-based developer is moving forward with plans to develop the 2,400-acre Aubrey Village in Bartow County, the Atlanta Business Chronicle reported.

The land for Aubrey Village includes about 630 acres from the former Pine Log Wildlife Management Area, part of a larger 19,500-acre property owned by the Neel family, whose legacy in the region spans nearly a century. 

Jim Ramseur and Samantha Wheeler of Lee & Associates represented the family’s Aubrey Corporation in the venture. 

The development is expected to span over 10 million square feet and include 2,800 single-family homes, townhomes and apartments, as well as manufacturing, data center and logistics facilities. 

The site is located at the Interstate 75 interchange with Highway 411 and  will be anchored by shops, restaurants and hotels.

The project will feature trails, parks and walkways linking residential and commercial areas. The first phase of the project is set to begin late this year or early 2026, with the full development expected to take 10 to 12 years to complete. 

The Georgia Department of Natural Resources previously leased 14,000 acres from the Neel family and used it as a public recreation space for decades. The family decided not to renew its lease with the state, and public access to the site was cut off in May 2023 after failed negotiations to sell it to the state.

Upcoming projects, including the $4.5 billion Hyundai-SK Battery Plant and the $2.5 billion QCells Solar Plant, are expected to generate thousands of jobs to Bartow County in the next few years. Anheuser-Busch, Toyo Tires and Shaw Carpets are among the major industrial employers in the region.

Hines, a power player in office and master-planned community development, recently made one of its biggest land purchases of all time, picking up 3,700 acres near Houston, where it is planning 7,000 homesites.
