The 23 Biscayne Bay project in Miami has recently topped off construction, according to La Playa Properties Group, the exclusive broker for the property. The project, which was launched in March 2011, sold out in November 2011. The project is part of the wave of new condominium projects launched after the downturn, including My Brickell, Apogee Beach and Bellini Williams Island.
