Developer to build 145-unit affordable apartment complex streamlined by ED1

Category is upping its residential game in East Hollywood. 

An affiliate of the West Hollywood-based developer led by Daniel Pourbaba has revised its plans to build a 145-unit affordable housing complex at 511 North Hoover Street, Urbanize Los Angeles reported. It would replace a vacant lot.

An approved plan for the property in 2021 called for a six-story, 40-unit apartment building.

New plans call for a six-story building with 145 studio, one- and two-bedroom apartments above parking for 38 cars.

Category has filed plans to employ Los Angeles Mayor Karen Bass’s Executive Directive 1 to streamline approvals.

The developer will also employ density bonuses to build a larger building than zoning rules allow in exchange for building apartments affordable to moderate-, low- and very low-income households.

Category has designed the proposed project, which is shown in plans as a plain building with exterior balconies, with a central courtyard and a rooftop deck.

Category, founded by Pourbaba as Property Construction in 2018, has built apartment buildings in Venice, Silverlake, West Hollywood, Echo Park, Fairfax, Melrose, Hollywood, Playa Vista, Hancock Park, West Adams and Beverly Grove, with projects in Culver City and Santa Monica in the pipeline, according to its website and state business records.
