Development Team Plans TOC Project in South LA’s Hyde Park

A development team has filed plans for a five-story apartment project in South L.A., adding yet more new units to the fast-changing neighborhood.

The latest proposal comes from an entity called 6319 Brynhurst Avenue, which aims to build a Transit Oriented Communities project in the city’s Hyde Park neighborhood, south of Leimert Park and northeast of Inglewood. The entity is managed by Farbod Shadpour, Joel Davidson and Seyedali Alyassin.

Full plans have not yet been registered with the Los Angeles City Planning Department, but the developers envision a five-story, 50-unit apartment complex that would replace two smaller apartment buildings. In line with the city’s popular TOC program, which affords density and other zoning bonuses for projects located near public transit, the project would also include some affordable units.

The project entity bought the quarter-acre site for $1.2 million in early 2022, according to property records, and also took on about $1 million in financing.

The five-story project would rise above much of the surrounding neighborhood, which is mostly single-family homes, and adds to a years-long trend of development in the large region known as South L.A.

The trend is spearheaded by Shaul Kuba’s CIM group, which is simultaneously building dozens of projects in and around West Adams, sparking both excitement and gentrification fears.

Lesser-known Hyde Park hasn’t seen as much action as West Adams, but last fall one developer proposed transforming a former nursery school in the neighborhood into a 32-unit complex. This month SoLa Impact, a major South L.A. development player, filed plans for a large TOC project on Crenshaw Boulevard, about three miles north of the Brynhurst site.
