Legacy Partners has beat back an appeal with a green light to build 200 apartments in Torrance.
The Foster City-based developer won approval from the Torrance City Council to construct the five-story multifamily complex on a parking lot on the northeast corner of Del Amo Circle West and Carson Street, Urbanize Los Angeles reported.
Plans call for the 2.8-acre lot near the Del Amo Fashion Center to be redeveloped into 200 studio, one- and two-bedroom apartments. Plans also call for 440 parking spaces in a six-story parking garage.
The L-shaped building, designed by Orange-based AO, would be clad in white with black-trimmed windows and inset balconies. The ground floor will include co-working offices.
The garage, attached to the rear, will be topped by a swimming pool and deck. The complex, landscaped by MJS Landscape Architecture, will include inner courtyards and be surrounded by trees.
Legacy Partners is expected to break ground in August and finish construction in December 2025.
Opposition to the project was mounted by SAFER, an affiliate of Laborers International Union of North America Local 270, which argued that the project should be subject to further scrutiny under the California Environmental Quality Act.
