A 49-unit permanent supportive housing complex is planned for South Los Angeles as the city continues to find ways to encourage more affordable housing.
A filing with the Department of City Planning reveals plans for a five-story building with all affordable units at 4604 S. Western Avenue. It would replace a vacant commercial building now on the site.
The developer is an LLC connected to Hermosa Beach-based Roth and Associates, an appraisal service. Tim Roth purchased the property in 2016 for $700,000. He secured $400,000 in financing from an individual named Ming Chu Wu Hseih and an unspecified loan from an individual named Andy Guy, according to records.
The LLC is seeking density bonuses and other bonuses via the city’s Transit-Oriented Communities program, which provides incentives for developing affordable housing near transit stations.
The site’s proximity to transit means its eligible for the highest tier of bonuses in the TOC program. Its Tier 4 designation provides it up to 80 percent bonuses in density, for example. The city’s transit-oriented program has been popular around and used in South L.A. a handful of times since it took effect last fall. About two miles away at 4252 S. Crenshaw Boulevard, a developer is planning a 111-unit project with 28 of those classified as affordable.
