Healthcare businessman plans 75-unit resi complex in the Valley

A healthcare mogul is planning a four-story apartment building in North Hills.

Al Leibovic, the chairman and former president of Health Advocates, a private healthcare finance company based in Sherman Oaks, has renewed a proposal with City Planning for the complex, located in the San Fernando Valley neighborhood.

The latest proposal calls for 75 units at the 24,503-square-foot site between 15230 and 15248 West Pathernia Street and would require several zoning changes.

Leibovic first filed plans for the project in October 2014 and had initially asked for permission to build just 41 units.

Construction of the apartment building would first require the demolition of an existing commercial structure, whose tenants include Central Valley Ice Cream.

Property records show that LLCs connected to Leibovic bought the two-part parcel for about $2.3 million in February of 2015.

Leibovic could not immediately be reached for comment.
